I have examined the accompanying Ordinance, entitled

An Ordinance relating to the Naturalization of Aliens,

and

am of opinion that the Ordinance is one which is not contrary to

the Governor's Instructions.

This Ordinance has been passed to obviate the necessity

for constant recourse to the legislative enactment for the

purpose of naturalizing Aliens.
